## Description

Southeast reefer is the classic seasonal tightening story, and a bounded peak-window average gives a cleaner hook than a single monthly print. The national reefer spot was running $2.38 a mile in early April 2026 and Atlanta outbound tends to pull above the national line as Georgia peach, Vidalia onion and Florida produce all move out of the region. With diesel still near $5.40 and the reefer fleet already working against thin capacity, the upper bound has been widened to reflect the 2026 rate environment.

## Resolution criteria
