## Description

Will the Department of Labor issue a final rule making it harder to classify truck drivers as independent contractors before year-end? The Trump DOL announced in May 2025 it is reviewing the Biden-era 2024 independent contractor rule and will not enforce it while reviewing. If DOL instead strengthens the rule, thousands of owner-operators would be reclassified as employees, fundamentally restructuring carrier cost models.

## Resolution criteria
