Resolution Criteria

Resolves YES if FMCSA publishes final rule increasing minimum liability insurance above current $750k (general freight) or $5M (hazmat) levels with effective date in 2026 or 2027. Otherwise NO. Source: Federal Register final rule publication.

Additional Context

FMCSA has long considered increasing 40-year-old minimum insurance levels. An increase to $2M+ would force thousands of small carriers out of business immediately due to inability to secure affordable coverage.
